What have they been doing all these years? The end is not far off. I suppose the League will exist until the next war breaks it, but its power is ebbing fast. In fact, from a diplomatic viewpoint it is dead. What a chance has been lost, and how culpable are those statesmen who by this attitude and their actions have willed it so.'
