Therefore, however good the policy may be, the paper fails as the vehicle of it. . . . Lastly I will mention the question of your recent headlines. Considering that the immense psychological effect of headlines is largely the creation of people like yourself, Blum, and the Harmsworths, I think the Express might handle headlines with greater care than apparently it has been doing.
